Public Treasury to Crypto Wallets: How Sub-National Funds Are Bypassing Traditional Oversight
EFCC uncovers public fund diversion from local government accounts into crypto wallets, raising questions over sub-national fiscal governance.

The Economic and Financial Crimes Commission (EFCC) has exposed a major structural loophole in Nigeria's sub-national financial governance, revealing how public funds were funneled from a local government account through a private vendor directly into global cryptocurrency wallets within a 24-hour window.
Speaking at a media briefing in Abuja, EFCC Chairman Ola Olukoyede disclosed that corrupt public officials are increasingly abandoning traditional tangible assets like real estate or luxury vehicles. Instead, they recruit students and young proxies to set up borderless virtual asset wallets to plunder diverted allocations before traditional audit trails can flag the transactions.
The disclosure exposes critical vulnerabilities in local government financial management, particularly as fiscal autonomy directs federal allocations straight to sub-national accounts. In response, the EFCC’s Fraud Risk Assessment and Control Department has implemented a policy shift toward preventive enforcement, placing 72-hour interim holds on suspicious sub-national outflows to intercept capital before it crosses into borderless digital rails.
Despite pushback from political stakeholders who have criticized the temporary freezing of state and local accounts, the commission maintains that preventive holds are essential to stop the immediate liquidation of public wealth into unrecoverable offshore wallets.
RAININGMONEY EDITORIAL VIEW - (WHY IT MATTERS)
MARKETS IMPACT: Increased regulatory scrutiny on banking transactions originating from public sector accounts heading toward commercial vendors and payment switches.
CORPORATE IMPACT: Private vendors doing business with local governments face heightened compliance audits and immediate 72-hour account freezes upon triggering fraud risk thresholds.
CONSUMER IMPACT: Diversion of local government funds deprives communities of basic municipal services, power infrastructure, and primary healthcare spending.
FUTURE RISK: If sub-national public accounts are not integrated into real-time fraud monitoring, public funds will increasingly migrate into decentralized financial protocols beyond domestic jurisdiction.
