The Nigeria Police Force National Cybercrime Centre (NPF-NCCC) has issued a security warning regarding the illegal sale and distribution of pre-registered Subscriber Identity Module (SIM) cards. The police revealed that rogue vendors linked to telecommunication companies are selling these cards, enabling criminals to operate under false identities to commit terrorism, kidnapping, extortion, cybercrime, and fraud.

Key Highlights & Findings

Seizure of Pre-Registered SIMs: The NPF-NCCC recovered 50 pre-registered SIM cards along with several digital devices from suspects under active investigation.

Anonymity & Security Risks: Because the SIM cards are registered under third-party identities, criminals can acquire multiple lines to mask their real identities, creating extra layers of anonymity during criminal operations.

Forensic Capability: The police confirmed that recovered digital devices and SIM cards are undergoing advanced forensic analysis to extract digital evidence and build prosecutable cases in court.

Responsibility: Telcos vs. Rogue Vendors

Exonerating Telcos from Direct Guilt: Akaninyene Ezima, Director of the NPF-NCCC, explicitly clarified that major telecommunications companies are not directly engaging in the illegal sale of pre-registered SIMs.

Vendor-Level Abuse: The security breach stems primarily from third-party vendors, sub-agents, and individuals operating within the wider telecom distribution networks.

Street-Level Vending Risks: The police specifically pointed out young vendors hanging around the premises of major telecom operators selling SIM cards without proper compliance procedures.

Actionable Recommendations & Demands

Sanitize Distribution Networks: Telecom operators must tighten vendor selection, audit their supply chains, and monitor individuals operating around their physical business hubs to protect corporate integrity.

Regular Compliance Engagement: The NPF-NCCC is actively liaising with telecom service providers to enforce compliance with SIM registration regulations and plug operational loopholes.

Closing Intelligence Gaps: Law enforcement will continue deploying digital forensics to trace actual hardware users regardless of fake registration records.
